Shadow Ho-oh is a fantastic addition to your raid team, but it doesn't accept the top spot as a Burn-type or as a Flight-type. In PvE, it'll do great with Extrasensory or Incinerate as its Fast Move, and Brave Bird or Fire Nail equally a Charge Move.
